Consumption Tracking in Scratch Orgs

Currently, Data Cloud and AI usage in scratch orgs remains unmonitored and unbilled, leading to revenue leakage and adoption barriers. The objective is to establish a unified consumption model, enabling scratch org usage to deduct from the same Flex Credit entitlements as production and sandbox environments.
