Screen Flow configuration moved from a modal overlay to a persistent side panel

Why

The modal obscures the canvas and cuts off the resource toolbar, error handling, undo/redo as well as navigation and context between logic and screen configuration

Steps taken

Re-architected configuration as a side panel enabling draft retention, undo/redo, centralized error handling, and parallel canvas navigation
